Council - Special Meeting

THAT the Council of the Town of Petrolia adopt the agenda of the February 5, 2018 special meeting as circulated.

THAT the Council of the Town of Petrolia move from open session to a closed meeting session. Moved In Camera at: 3:01 pm Open session resumed at: 3:42 pm

WHEREAS the Council of the Town of Petrolia has agreed to appoint Rick Charlebois, CAO/Treasurer for the Town of Petrolia effective March 5, 2018; NOW THEREFORE the Council of the Town of Petrolia give direction that effective in his position Rick bring forward a report that will deal with the following items, at a minimum: Page 3 of 8 Council - Special Meeting February 5, 2018 1. Changes in work responsibilities to staff currently in Finance, to ensure that Rick’s time is freed up to conduct CAO/Treasurer duties properly; 2. Formulating any changes and improvements in work flow for Rick to not be dealing with inter-relationships with staff, delegated to responsibility of senior team; 3. Possible mentor available for 1st year of his work ; 4. Bring more complete report on the variable work schedule model, currently undertaken by staff (EDO); 5. Consider possible membership with Ontario CAO organization, Ontario municipal administrators association; 6. Complete a work plan for the first year, of the CAO/Treasurer role, to form the basis of a document to be used by council in his annual performance review; 7. Other items that Rick may believe necessary to bring forward in the transition of Treasurer to CAO/Treasurer to be as efficient and effective as possible;

THAT by-laws 16-2018,17-2018,18-2018 and 19-2018 be read a first and second time. Page 4 of 8 Council - Special Meeting February 5, 2018

THAT By-Law Number 16-2018 being an appointment by-law of the Corporation of the Town of Petrolia to appoint Rick Charlebois Chief Administrative Officer and Treasurer be read a third time and finally passed;

THAT By-Law Number 17-2018 being an appointment by-law of the Corporation of the Town of Petrolia to appoint Mr. Rick Charlebois Deputy Clerk be read a third time and finally passed;

THAT By-Law Number 18-2018 being an appointment by-law of the Corporation of the Town of Petrolia to appoint Ms. Mandi Pearson Clerk/Operations Clerk be read a third time and finally passed;

THAT By-Law Number 19-2018 being a By-Law of the Corporation of the Town of Petrolia to Confirm the Resolutions and Motions of the Council of the Town of Petrolia which were adopted up to and including February 5, 2018 be read a third time and finally passed;

THAT the February 5, 2018 special meeting of the Council of the Town of Petrolia be adjourned to the next regular scheduled meeting of Council to be held on Monday, February 12, 2018 or to the call of the Chair.
